The matter runs on foreknowledge: Myrddin's battle-omens, Geoffrey's dragon-fight and the Prophetiae's animal cipher, Merlin's double sight (the devil's knowledge of the past, God's of the future), the Queste's dreams and their hermit-readers, Fortune's wheel shown to the king who cannot step off it. Prophecy is also the matter's politics: the son of prophecy who will return anchored Welsh hope for centuries, and managing that hope — glossing it, licensing it, burying its object at Glastonbury — was statecraft.
The tradition's consistent rule: prophecy illuminates and does not avert. Every foretold catastrophe arrives. What the gift actually confers is not control but witness — which is why it belongs to the wild man, and why the seer's last act is always dictation to a scribe.
